History
Richmond Police Activities League (RPAL) is a nonprofit, community-based organization founded in 1982 to offer young people a positive alternative to the streets. For more than 44 years, RPAL has provided youth development, crime intervention, prevention, enrichment, and leadership programs designed to support K–12 students and help them build safe, healthy, and successful futures.
1981
Officer CA Robertson and Policewoman Barbara Brown founded the Richmond Police Activities League, INC (RPAL)
1982
RPAL was granted IRS 501 c.3. non-profit status
1983
Richmond Police Officers started a soccer league at Eastshore Park
1997
Mechanics Bank donated its former main branch to the Richmond Police Activities League
2000
RPAL received a $2.5M grant from the California Youth Authority to build a gymnasium on the former Bank building
2005
RPAL received a $2.5M grant from California State Parks to complete the construction of its One-Stop Youth Center
2008
RPAL had the grand opening of its new One-Stop Youth Center
2009
RPAL named its new gymnasium the Hal Holt Memorial Gymnasium in honor of its founding President Hal Holt, the Community Engagement Officer from Chevron Richmond Refinery
2024
Renamed the Computer Center the Captain Arthur Lee Johnson Technology Center
2025
Opened the Josh and Elaina Genser Culinary Center
