At its core, RPAL saves lives. We meet young people “where they are,” creating safe spaces, trusted relationships, and meaningful opportunities for youth who need support, guidance, and connection. Because of this commitment, RPAL has served more than 60,000 children and youth over the past four decades.

Approximately 80 percent of the youth who utilize RPAL’s services come from low-income households, and 90 percent are youth of color. RPAL continues to have a positive and lasting impact on the lives of the young people we serve. Our participants experience strong outcomes in graduation, post-secondary education, employment, leadership development, and community engagement. RPAL’s Computer Excellence Center has also received national recognition, reflecting the organization’s commitment to preparing youth for academic, career, and technology-driven success.

RPAL’s work has contributed to reductions in juvenile crime and arrests, school suspensions, bullying, and other risk factors that impact young people and families. Through consistent programming, mentorship, and prevention-focused services, RPAL helps youth make positive choices and envision brighter futures.

For 44 years, RPAL has remained a strong and trusted organization in the Richmond community. The participation of community officers who work daily with youth, socialize with them, mentor them, and engage in recreational activities alongside them provides valuable non-threatening relationships and positive role models for participants. These connections help strengthen trust, improve community relationships, and create a bridge between young people, families, law enforcement, and the broader community.

RPAL has weathered many storms, including economic challenges, community crises, and shifting funding landscapes. Through it all, our doors have remained open, and we have continued to provide quality services to youth and families. Philanthropic contributions from foundations, corporations, and individuals continue to account for a significant portion of RPAL’s annual budget, demonstrating the community’s belief in our mission and the value of investing in our youth.

Our ability to provide exceptional services, build trusted relationships, and develop impactful programs has resulted in RPAL being sought out as a leader in youth program development throughout the City of Richmond and beyond.
